The central question is whether the new activity fits the permissions and governance attached to the asset. A useful scientific purpose does not settle that question by itself.
A practical example
Imagine blood collected for one test is later proposed for a study of a different condition. The later project needs its own assessment of applicable consent, oversight, and access conditions before the sample is reused.
An important distinction
Secondary use is not automatically misconduct, and it is not automatically permitted. Describing a dispute clearly means identifying the original purpose, the later purpose, and the specific boundary that participants or institutions say was crossed.
